This volume is the result of a collaboration between a hard scientist/IT expert, a legal expert and a social scientist. Given that issues and problems in science and technology are so complex, a multidisciplinary approach can better generate ideas or interpret the issues surrounding ChatGPT. Section 1 by June TAY provides the background, context and framework for the contents of the volume. Tay traces the genesis of ChatGPT to provide a better understanding of the subject matter of this book. And in detailing the background of ChatGPT, Tay lays out the limitations of the technology at the point of this writing. She also touches on the legal and ethical implications of the technology (a subject matter that will be picked up in the next section). Section 2 by Lee Cheng TAN compares the three governance frameworks in China, the EU and US as they relate to generative AI and in particular, Large Language Models (LLM). The comparison looks at each jurisdiction’s data protection regime, AI laws, copyright laws, regulators and ethical frameworks. The legal aspects of GenAI development lead into the final section of the volume by Tai Wei LIM which looks at Chinese chatbots from a political-economic as well as multidisciplinary area studies point of view. The technocratic state and its social scientific ecology in producing AI and chatbots are discussed in detail. The all-of-society and all-of-government approach are covered in this case study section.

About the Author
June TAYis an associate professor and Head of the Digital Media Programme at Singapore University of Social Sciences. She has extensive work experience in the government sector, software and telecommunications and education industry. She has obtained 6 granted patents in computing networks and security when she was working as a research scientist in British Telecoms UK. She lectured for numerous university degree programmes. Her MSc degree from University of Aberdeen (sponsored by Motorola UK & University of Aberdeen) was related to the design of a deep ocean lander and her PhD degree from University of Aberdeen (sponsored by UK Defence Ministry) was in satellite communications. She received an ESSEC and Mannheim Executive MBA. Her current research areas are in computer vision, computing networks and mixed reality.
Lee Cheng TANgraduated from the National University of Singapore in 1990 and was admitted to the Singapore Bar the following year. She practiced as a commercial litigator for over 20 years and was a partner in Rajah & Tann Asia – a full-service legal network spread out over 10 countries in ASEAN. During her career, she acted as counsel in a wide spectrum of matters spanning joint venture disputes, employment issues, shareholder disputes and construction claims. In 2013, she pursued a Master’s degree at the National University of Singapore on the Kwa Geok Choo Graduate Scholarship specialising in Asian Legal Studies. Currently, Lee Cheng teaches Business Negotiations, Contract & Agency Law and Corporate Governance both at undergraduate and graduate level, with the School of Business at the Singapore University of Social Sciences.
Dr Tai Wei LIMis Professor of Business at Soka University of Japan (SUJ), teaching subjects in the management field and business while conducting research work as well with other universities in Singapore. He analyzed the major trends of Industry 4.0 affecting the global economy/business and utilized Area Studies to look at Industry 4.0 development in the Greater Bay Area (GBA) through a multidisciplinary lens, including the role of Hong Kong in the Mainland and GBA markets. Professor Lim has almost 15 years of full time teaching experience and even longer academic research experience of approximately almost two decades), covering a wide range of Northeast Asia, Asia-Pacific, Southeast Asian and international markets. Before joining SUJ, he held teaching positions in the US, Hong Kong and Singapore. He received his PhD from Cornell University of New York with a master’s degree in East Asian Studies/History.
